Early Life and Education
Bulat Utemuratov was born on November 13, 1957, in Atyrau (formerly Guryev), Kazakh SSR. His father was a prosecutor, and his mother was an accountant. Utemuratov graduated from the Almaty Institute of National Economy (now Narxoz University) in 1981 with a degree in economics.
Rise to Success
Utemuratov began his career in government service after graduating. In 1991, following Kazakhstan's independence, he was selected by President Nursultan Nazarbayev to find economic opportunities in Vienna. He played a key role in brokering Kazakhstan's first line of credit with Bank Creditanstalt. In 1995, he co-founded the Almaty Trade and Finance Bank (ATF Bank), becoming its controlling shareholder by 2007. In 2007, Utemuratov sold ATF Bank to UniCredit Group for $2.2 billion, which was the largest transaction in the CIS banking sector at the time. He also served as the Ambassador to Switzerland from 1996 to 1999 and held various positions in the Presidential Administration.
Key Business Strategies
Utemuratov's success is attributed to his strategic investments in diverse sectors. He invested in telecommunications, hospitality (Rixos Hotels), and mining. He acquired an 88% stake in ForteBank in 2014. Utemuratov sold his shares in Kazzinc to Glencore in 2012 for $1.4 billion. Additionally, in 2025, he sold The Ritz-Carlton Vienna hotel and the Burger King franchise in Kazakhstan.
Philanthropy
Utemuratov is actively involved in philanthropic activities through the Bulat Utemuratov Foundation, established in 2014. The foundation supports health, education, and cultural development in Kazakhstan. Initiatives include support for autism programs, disaster relief, and the development of sports infrastructure, particularly tennis. He has invested over $150 million in the development of tennis in Kazakhstan.
