Early Life and Education
Timur Askaruly Kulibayev was born on September 10, 1966, in Alma-Ata, Kazakh SSR. His father held key positions within the Communist Party. Kulibayev graduated from Moscow State University in 1988 with a degree in national economy planning. He later earned a Ph.D. in Economics, defending a dissertation on improving enterprise management in market conditions, specifically within the oil industry in 1999.
Rise to Success
Kulibayev began his career in the late 1980s at the Research Economic Institute of Planning and Standards. His business career took off in 1992 with the founding of Altyn Alma, later known as Almex LLP, an investment firm. He held various leadership positions in key state-owned enterprises. He served as the chairman of KazMunayGas Exploration Production and vice-chairman of the Samruk-Kazyna National Welfare Fund. Kulibayev's involvement in the energy sector, particularly as president of KazTransOil, enhanced Kazakhstan's oil export capabilities.
Key Business Strategies
Kulibayev's business acumen led him to significant roles in the banking sector, most notably with Halyk Bank, Kazakhstan's largest commercial bank, where he and his wife, Dinara Kulibayeva, own a majority stake. His business interests extend to banking and international ventures. He founded the Kazakhstan Association of Oil, Gas, and Energy Sector Organizations (KazEnergy) in 2005, serving as its chairman until December 2023.
Philanthropy
Kulibayev is also involved in significant philanthropic activities, often through the Halyk Charitable Fund. The fund supports various social initiatives, including education, healthcare, sports, and cultural development across Kazakhstan. He funded initiatives for rebuilding infrastructure after a crisis in Arys and supported COVID-19 relief. The Halyk Charitable Fund has provided over 85 billion tenge in charitable support through more than 120 projects.
