Vadim Novinsky was born on June 3, 1963, in Staraya Russa, Russia. He graduated from the Leningrad Academy of Civil Aviation in 1985 with a degree in engineering management systems. After graduation, he worked for various companies before moving to Ukraine in 1996.

He acquired Ukrainian metallurgy companies, solidifying his position in the steel industry. Novinsky controls a vast business empire through the Smart Holding Group, with significant stakes in Metinvest, an iron ore producer, oil and gas companies, shipbuilding, agriculture, and finance.
