Pansy Ho was born in Hong Kong on August 26, 1962. She is the eldest daughter of the late Stanley Ho, the 'King of Gambling,' and Lucina Laam King-ying. She attended Castilleja School in California and graduated with a bachelor's degree in marketing and business from Santa Clara University.

Ho began her career in the entertainment industry, appearing in a TVB drama in 1981. She later launched her own public relations firm. However, her major success came from her involvement in the casino business. She owns significant stakes in MGM China Holdings and Shun Tak Holdings, a company founded by her father. Ho's strategic decisions and marketing prowess have significantly contributed to MGM China's market share in Macau.
