Oei Hong Leong was born on March 21, 1948, in Makassar, Indonesia. He is the son of Eka Tjipta Widjaja, the founder of the Sinar Mas Group, a major Indonesian conglomerate. Oei moved to China at the age of 10, where he spent a decade studying and working. He later pursued a Bachelor's Degree in Business Administration from the National University of Singapore, laying the academic foundation for his future endeavors.
