Luis Enrique Yarur Rey was born in Santiago, Chile, on December 18, 1950. He is the son of Carlos Yarur Banna and María Luisa Rey González. His father was of Palestinian origin. He attended the Colegio del Verbo Divino and later pursued studies in law at the Pontificia Universidad Católica, completing his degree at the University of Navarra in Spain.
