In 1981, he graduated from the Mathematics and Mechanics faculty of the Leningrad State University. From 1981 to 1994, he held positions as an engineer, research associate, manager of the sector, and Deputy General Manager for Economics in the All-Union Research Institute of Hydraulic Engineering of B.E. Vedeneyev.
