Sergei Soltanovich Katsiev was born in Voznesensk, Ukraine, in 1957 or 1958. Information about his early life is limited. He earned a bachelor's degree from the Moscow Institute of International Relations.
Rise to Success
After graduating, Katsiev began his career in government trade, working in a trade mission to the Netherlands after the fall of the Soviet Union. Upon returning to Russia, he headed Mercury Tobacco Corporation, an importer of tobacco products owned by Igor Kesaev. In 1998, Katsiev founded his own company, Megapolis. In 2006, Megapolis merged with Mercury Tobacco Corporation, forming Russia's largest tobacco retailer.
