Liu Wei was born in Ningxiang, Changsha, Hunan, China, on March 8, 1987. He attended Ningxiang No. 1 High School before completing his undergraduate studies at Shanghai Jiao Tong University, where he later earned a master's degree in electronic engineering. He also holds a master's degree in electrical and computer engineering from Georgia Tech. During his university years, Liu was described as introverted, but his personality changed after becoming student council president, an experience that aided him in his future entrepreneurial roles.

After graduating, Liu, along with his college roommates Cai Haoyu and Luo Yuhao, founded miHoYo. Their initial goal was to fill the gap in the domestic anime culture and create a doujin game brand.
