Liu Wei was born in Ningxiang, Changsha, Hunan, China, on March 8, 1987. He attended Ningxiang No. 1 High School before completing his undergraduate studies at Shanghai Jiao Tong University, where he later earned a master's degree in electronic engineering. He also holds a master's degree in electrical and computer engineering from Georgia Tech.
