Cai Hongbin was born and raised in China. He initially studied mathematics at Wuhan University before switching to economics. He pursued his Master's degree at Peking University and later obtained a Ph.D. in Economics from Stanford University in 1997.

After completing his education, Cai taught at the University of California, Los Angeles, from 1997 to 2005.
