Vladislav Filev was born on August 31, 1963, in Yuzhno-Sakhalinsk. He graduated from the Military Space Forces Academy named after Mozhayskiy (St. Petersburg) in 1985. From 1985 to 1993, he served in the Strategic Missile Forces.
