Little is publicly known about Joseph Steinberg's early life and background. He received a Bachelor of Arts degree in Government from New York University in 1966. After graduating from NYU, he served in the United States Peace Corps from 1966 to 1968. He then earned a Master of Business Administration from Harvard Business School in 1970.

Steinberg's career took off when he joined Jefferies in the late 1970s. He has served as Chairman, President, and Director since 1979. From 1979 to 2013, Steinberg was the President of Leucadia National Corporation, an investment firm. During his tenure, Leucadia acquired companies like National Beef and provided financing for various ventures. In 2013, Leucadia merged with Jefferies, and Steinberg became the Chairman. The combined company was renamed Jefferies Financial Group in 2018.
