Patrick K. Neal was born in Des Moines, Iowa, in 1949. He earned a bachelor's degree in economics from the Wharton School of the University of Pennsylvania. Neal also served in the U.S. Army Reserve from 1969 to 1975.

Neal's career took root in 1970 when he founded Neal Communities with his father, Paul Neal. The company's first project was in Whitney Beach, Florida. Over the years, Neal Communities grew, building over 25,000 homes and lots across Southwest Florida. Neal's strategy, which involves buying land ahead of growth, has proven to be highly effective. Neal served in the Florida House of Representatives from 1974-1978 and the Florida Senate from 1978-1986. During his time in office, he focused on environmental protection and co-authored Florida's first wetlands and hazardous waste laws.
