Joseph "Jay" Paul was born in Rhode Island in 1947 or 1948. He attended Boston University, where he earned a Bachelor of Arts or Science degree. In the 1970s, he relocated to Southern California to assist in his father's savings-and-loan business, which was facing financial difficulties.

Paul's involvement in rescuing his father's business exposed him to the real estate industry, and in 1975, he founded the Jay Paul Company in San Francisco.
