Early Life
Maxim Valerevich Shubarev was born in Leningrad (now St. Petersburg) in 1968. His parents were engineers, which influenced his early interests. During his youth, he enjoyed sports and considered a military career. He served in the Soviet Navy from 1986 to 1989. After his military service, he studied at the Leningrad Polytechnic Institute (now St. Petersburg Polytechnic University), earning a degree in economics and management in 1993.
Rise to Success
Shubarev began his career working at the Leninets Scientific and Production Association as a radio equipment assembler. In 1994, he founded Petersburg Real Estate, which completed its first project the following year. The company grew steadily, and in 2006, it was rebranded as Setl Group, with Shubarev as chairman of the board of directors. Under Shubarev's leadership, Setl Group became a leading developer in St. Petersburg and the surrounding regions, constructing millions of square meters of housing and infrastructure. Setl Group has built about 350 apartment buildings in three decades.
